Job Description:
Background: The Association of State Floodplain Managers, in conjunction with National Oceanographic and Atmospheric Administration (NOAA) Coastal Services Center (CSC), published the Coastal No Adverse Impact handbook in 2006. The purpose of the handbook was to use the No Adverse Impact (NAI) concept developed for riverine flood managers and apply it to coastal areas to educate local officials and residents on the benefits of a do no harm coastal management and development philosophy. The handbook currently offers advice on ideas and strategies to mitigate risk from coastal hazards, but, no comprehensive training was developed on how officials, planners, managers, and citizens could take this handbook one step further and institute change.
This position will be responsible for coordinating and executing the framework, already established for a toolkit, to compliment the CNAI handbook through a flexible module format capable of being used in trainings, in total, or by individual module. The modules will focus on the following seven subject areas: Hazard Identification and Mapping; Planning; Regulations and Development Standards; Infrastructure Siting and Design; Mitigation; Emergency Management; and Public Outreach and Education.
The selected candidate will:
Organize and coordinate a CNAI Toolkit Development Team to assist with the development and editing of the CNAI toolkit materials. Work with the team to create an inventory of existing tools/products/resources that can be used in the CNAI toolkit.
Develop draft materials (agendas, introductory presentations, and other resources) outlined in CNAI Toolkit Development Plan. Collect existing materials and package them with the created materials to develop a cohesive module format.
Conduct internal and external interagency reviews of the CNAI toolkit and incorporate comments. Work with CSC Communications staff to ensure language and style complies with CSC publication standards.
Pilot the draft materials across multiple users to ensuring to validate toolkit design/materials, functionality, and overall usability.
Coordinate and assist the development of a CNAI Toolkit website to disseminate and publish the training materials.
Attend and support the Coastal Storm Program meetings. Attend the CSC Policy and Planning Division and OCRM National Policy and Evaluation Division staff meetings.
Required Skills:
Must be a self-starter, able to work independently or with a team, and have a broad knowledge of coastal hazard mitigation and adaptation strategies. Must be goal and detail oriented, have excellent organization skills, and must possess strong analytical, writing, and verbal communication skills. Understanding of the impacts associated with climate change and coastal inundation, required. Basic computer skills in Microsoft Office: Word, Excel, PowerPoint are needed. Experience with developing training materials and conducting workshops or teaching is preferred. Knowledge of NOAA and Federal Emergency Management Agency, GIS, coastal inundation modeling and map products, and risk and vulnerability assessments, helpful.

Education:
BS degree in environmental education, environmental policy and/or sciences, natural resource management, or related field.
