Job Description:

National Oceanographic and Atmospheric Administration (NOAA) has begun to develop a “Coastal Strategy” framework across five key coastal offices for improved internal effectiveness on coastal issues. Specifically, a coastal goal is to be established in order to develop shared priorities, work strategically, and align resources, and prepare to jointly measure progress.

NOAA’s Coastal Strategy framework consists of a vision, mission, goal, and three coastal priority objectives focused on major stressors and challenges in the coastal arena: (1) coastal hazards and climate change; (2) competing coastal uses and habitat loss; and (3) coastal pollution and ocean effects on human health. With this framework in place, considerable effort is needed to develop these concepts for NOAA program office involvement in implementing the Strategy, and preparing communication materials to convey key messages within NOAA and to external constituents.

The selected candidate will support the following deliverables:

• Finalize review, draft web content and work with graphic design staff to develop web interface, and coordinate production and dissemination of climate change adaptation guidelines.
• Support the development and writing of internal guidance to consider impacts from climate change for NOAA acquisition and habitat restoration investments.
• Develop, produce, and evaluate the effectiveness of a periodic newsletter designed to inform NOAA program offices and leadership about key Coastal Strategy goals and objectives, progress on implementing deliverables, and other relevant information.
• Attend and support Coastal Core Team bi-weekly meetings.
• Analyze fulfillment of NOAA Coastal Strategy commitments made to the Office of Management and Budget in response to the FY 2008 and FY 2009 budget passbacks, and draft recommendations on priorities which should be addressed.

Required Skills:

Must be a self-starter, able to work independently or with a team, and have a broad knowledge of coastal issues and understanding of coastal climate policy. Must be goal and detail oriented; have excellent organization skills; possess strong analytical, writing, and verbal communication skills; and must have knowledge and experience in communication and outreach strategies. Basic computer skills in Microsoft Office: Word, Excel, PowerPoint are needed. A general knowledge of the Coastal Zone Management Act would be preferred. Knowledge of NOAA helpful.

Education:

BS degree in marine or environmental policy and/or sciences, natural resource management, or related field.
