The CSU Council on Ocean Affairs, Science & Technology (COAST) is the umbrella organization for marine, coastal and coastal watershed related activities within the CSU. COAST promotes research and education to advance our knowledge of marine and coastal resources and the processes that affect them. COAST’s long-term goals are to support development of innovative solutions to the economic, sociological, ecological and technological challenges that our coastal zone faces and promote environmental literacy to foster stewardship and sustainable use of our coast. To achieve these goals, COAST has several strategic objectives:
- Support research related to marine, coastal and coast watershed regions
- Support students and contribute to increased student success
- Secure external funding to augment the internal funding provided by the CSU
- Increase the research capacity of the CSU
- Serve as a primary resource for informed decision-making

Requirements:
Purpose
Under the general supervision of COAST Director, the Policy and External Communications Analyst will advance COAST’s parallel, complementary goals of 1) securing external funding and 2) serving as a primary resource for guidance and expertise to inform decision-making and policy development at state and national levels. The Policy and External Communications Manager will interface with state and federal legislators, legislative committee staff, executive branch staff, agency contacts, foundation staff and other stakeholders. The Policy and External Communications Manager will work to position COAST and its members to leverage state and federal funding opportunities and secure additional resources to support program activities.
The Policy and External Communications Analyst will perform a full range of activities related to COAST: policy research, analysis, development, evaluation, and operational analysis as related to the advancement of COAST. Work requires applying a theoretical knowledge base to develop recommendations and conclusions. The incumbent may provide strategic leadership through planning, analysis, development, and evaluation of highly complex activities with broad impact. The incumbent will influence key objectives and longer-term goals of COAST’s policy and external communications efforts with high visibility and broad impact both within and outside the organization. The incumbent may provide additional support in the form of advanced-level functional expertise and leadership through work that is primarily strategic in nature with broad and far-reaching impact at the campus and system-wide levels. The incumbent will report to the Director and be accountable to the Executive Committee. The incumbent will independently determine the best approaches to projects and priorities. The incumbent’s performance will be reviewed against overall goals and objectives annually, with full accountability for results.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
1. Represent COAST’s interests and goals at state and national levels, and interface with policy makers and resource managers.
a. Travel throughout California as needed, including travel to Oakland and Sacramento
i. Interface with CSU Office of Advocacy and State Relations in Sacramento
ii. Organize public events (e.g., CA Ocean Day briefing and luncheon) and associated legislative visits
iii. Prepare and distribute COAST newsletter in Sacramento tri-annually
b. Attend ocean-related events in Washington, DC (e.g., Capitol Hill Ocean Week), and organize associated legislative and executive branch visits
2. Advocate for involvement of CSU faculty members and students in state-funded initiatives that provide opportunities for cutting edge research, education and workforce development.
3. Be a source of information on State and Federal policies and actions that might affect or provide opportunities for COAST
a. Brief the COAST Executive Committee and Director regularly regarding policy issues and actions relevant to COAST
b. Prepare documents as needed to inform and be used by COAST
c. Prepare informational materials for outreach for policy actions approved by COAST
4. Develop additional funding through proposal writing, interactions with state agencies and other processes in support of COAST’s mission and activities
5. Develop opportunities to market COAST and engage stakeholders through meetings, conferences, workshops, etc. (e.g., CA Adaptation Forum, Oceans ‘16, CERF, etc.)
6. Participate in monthly EC Calls and all in-person meetings as appropriate
7. Produce annual summary of activities and success for inclusion in COAST’s Annual Report
Other Functions:
Perform other job-related duties and special projects as assigned.
WORK ENVIRONMENT:
Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. Option to work remotely from anywhere in California.
Extensive and in-depth knowledge of and ability to apply expertise to marine, coastal and coastal watershed research and education, including general practices and applicable internal policies and procedures. Substantial and broad knowledge of public and private entities including their organizational and operating structures, internal systems, and functional areas, as well as the impact of critical external entities on an organization. Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas. Extensive and in-depth knowledge in project management.
Ability to interpret and integrate complex data and information to formulate appropriate courses of action which have broad and far reaching impact. Ability to understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations. Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects. Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system. Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.
Bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
General knowledge of the CSU, COAST and its mission and goals. Ability to be advocate for COAST without introducing personal interests or biases. Excellent interpersonal skills and a high degree of professionalism; excellent verbal and written communication skills, particularly with vocabulary and grammar; excellent time management, organizational skills and attention to detail. Ability to distill complex issues into concise and understandable documents. Ability to establish and maintain professional working relationships; deal effectively with a broad range of people and situations; work independently. Experience in government relations; good working knowledge of CA state government and state-level legislative and budget processes; good working knowledge of state agencies (e.g., CA Department of Fish and Wildlife, CA Coastal Commission, OPC/OST) as well as federal agencies (e.g., ACOE, NOAA, USGS) and NGOs. Substantial and broad knowledge of marine, coastal and coastal watershed related public and private entities including their mission, funding priorities and organizational structure.
M.S. and/or Ph.D. in biology, ocean science, environmental studies, or related discipline; deep scientific knowledge and experience. Detailed knowledge of CSU faculty expertise throughout the system; knowledge of CSU facilities and physical assets/resources. Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system. Ability to write proposals and funding requests in support activities of COAST.
The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment. Must maintain a valid California driver’s license and pass the Defensive Training Class to operate State vehicles and equipment.
