Description:
I.M. Systems Group Inc., (www.imsg.com), a contractor to the National Oceanic and Atmospheric Administration (NOAA), Office of Program, Planning and Integration (PPI), seeks a senior staff-level economist to represent climate/weather/observational portfolio to carry out valuations of the NOAA’s products and services; aimed at ensuring maximum return on NOAA’s investments. This position is located in NOAA’s Silver Spring, Maryland offices.
Core Responsibilities:
- Employee shall provide technical expertise for the successful valuations of the NOAA’s product and services.
- Employee shall provide technical expertise to assess the feasibility of valuations, carry them out and effectively communicate results.
- Employee shall effectively communicate the limits and uncertainties associated with the valuations.
Job Duties:
- Create a strategic approach to valuing NOAA’s products and services in the climate, weather, and observational portfolio.
- Develop a prioritization process to determine what elements of NOAA’s work should be valued.
- Provide preliminary assessment to help guide the development of quality, high impact valuations.
- Develop conceptual framework for carryout out valuations.
- Carry out pilot valuation project that implements the conceptual framework.
- Recommends modification based on the results of the pilot.
- Draft work plan that includes an overview of the proposed methodology, uncertainty associated with this methodology, data requirements, dependencies, estimated costs, timeline, milestone, and final deliverables.
- Conduct preliminary work plan prior to implementation, include collecting necessary data
- Coordinate, collaborate and facilitate necessary data collections and preliminary results with the team.
- Prepare valuation report to NOAA/partners.

- Master’s or Doctorate degree in economics with an emphasis in quantitative and qualitative economic analysis.
- Strong quantitative skills.

- Self-motivated, energetic, strategic thinker.
Desired Qualifications:
- Experience in valuing resources and services.
- Experience working on interdisciplinary teams. Previous experience leading teams is desired.
