The California Ocean Protection Council (OPC) is hiring a senior executive to assume the duties of Deputy Director. The selected applicant will be hired as a Senior Environmental Scientist (Supervisory). The OPC is a state entity that works to (1) coordinate activities among ocean-related state agencies to improve the effectiveness of state efforts to protect ocean resources, (2) establish policies to coordinate the collection and sharing of scientific data related to coastal and ocean resources between agencies, (3) identify and recommend changes in state and federal law and policy to the Governor and Legislature, and (4) allocate and execute delegated bond funds and other designated funds in a manner that is transparent and in line with OPC’s priorities.
The Deputy Director is part of the California Natural Resources Agency management team and works closely with OPC Executive Director/Deputy Secretary for Ocean and Coastal policy (Executive Director), OPC staff, and the scientific community. The Deputy Director will serve as the top advisor to the Executive Director and will play a critical role in prioritizing and advancing OPC goals. The position of Deputy Director is responsible for supervising OPC staff, overseeing budgets, executing OPC public meetings, managing sensitive fiscal and organizational projects, and working closely with government agencies, stakeholders, and OPC’s partners in the scientific community. Specifically, the Deputy Director will supervise OPC staff who collaborate with state, local, and federal agencies and stakeholder communities to find innovative solutions to complex ocean and coastal issues, such as fisheries, marine protected areas, ocean acidification, marine debris, and climate change. The Deputy Director will also serve as the key advisor to the Executive Director in developing long and short term strategic priorities for coastal and ocean policies, utilizing the best available science.

The ideal candidate must have the following personal qualifications:
• Ability to lead change both within and outside the OPC through vision, creativity, decisiveness, resilience, and strategic thinking;
• Ability to lead people by establishing an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts;
• Ability to manage human, financial, and information resources strategically;
• Ability to build coalitions internally and with other Federal agencies, State and local international organizations to achieve common goals;

• Detail oriented and well organized.
And the following professional and technical qualifications:
• Experience in scientific program planning and related policy development, involving: identifying and defining program requirements; interactions with academia and federal ocean partners and stakeholders; developing program and policy objectives; evaluating processes and delivery options; and determining final courses of action;
• Broad background in the theories and applications of coastal and ocean policy and science. Experience in one or more specialized fields of study, including but not limited to marine policy, environmental policy, marine fisheries, oceanography, spatial planning, or resource management, as well as in-depth knowledge of State of California policy and procedures;
• Experience in policy development/participation at the senior level for ocean resources management or other ocean-related programs, involving: service delivery; interagency collaboration; information processing; assessment of the effects of policy decisions on national, state, region and/or international organizations.
